About Steve

Steve is a native of the San Francisco Bay Area and has practiced law since 1993. Construction law came naturally to Steve, his Father is a painting contractor and built several custom homes. Steve spent plenty of time on a ladder and with a hammer. When Steve became a lawyer, it was inevitable that Steve fell into Construction Law with this background in the trades.

Steve became a Partner at a 100 lawyer firm in 2007 and eventually became the Construction Group Practice Leader and served on the firm's Executive Committee. Steve is ranked as a AV-Rated Preeminent Lawyer and was also honored with a Super Lawyer ranking in Construction Law.

During the course of his career, Steve has spoken at dozens of construction and insurance industry conferences, taught classes in the law, and served on Executive Committees for the California Bar Real Property Section and the Volunteer Legal Services Program for the San Francisco Bar Association.

In 2019, Steve became General Counsel for Build Group, Inc., a San Francisco-based General Contractor. In 2024, Steve launched Henley Group, P.C. to take on legal matters within his area of expertise, while still providing General Counsel Services to Build Group and its affiliated companies. Steve is known for his no-nonsense and practical approach. Cutting to the root of the issue and finding creative ways through or around obstacles is one of his super powers. Over the years, Steve has accumulated significant experience in drafting and negotiating construction contracts, often with values in excess of $100MM; pursing large loss claims against Builders Risk, OCIP, GL, Professional and Pollution insurance policies; resolving contract disputes for delays, time and money claims, payment issues, mechanics liens and stop payment notices.

Steve lives in Tiburon, California.
